WHITEHALL, MI — At the April 22, 2025, Whitehall City Council meeting, the room was packed with discussion, debate, and deep dives into the city’s processes — especially regarding transparency, budget priorities, and oversight of city boards.

Agenda Dispute Sparks Tension Early

The meeting began with the Pledge of Allegiance and quickly moved into a contentious vote over whether to adopt an amended agenda. The amendment, which was introduced without prior notice, drew immediate concern from several council members who argued it did not meet the council’s previously established criteria for last-minute additions.

After deliberation and a 3-4 vote, the amendment was rejected. The council proceeded with the original agenda.

Consent Agenda Prompts Discussion on Meeting Minutes and City Oversight

Council Member Tanya Cabala led a call to amend the April 8 meeting minutes, clarifying that the Playhouse Committee’s recommendations were accepted, not approved, and requesting several of her concerns be added to the official record — including budget shortfall strategies, staffing concerns, and the need for a strategic plan for the Playhouse.

Council Member Scott Brown also requested clarification regarding letters he read aloud, asserting that while they were presented anonymously, they were submitted with names.

Further conversation shifted to $50,000 allocated to the Playhouse by the LDFA (Local Development Finance Authority), raising eyebrows among council members due to concerns that the funds — intended to support the city’s industrial park — were being redirected inappropriately.

Another key issue discussed was the recent TIFA (Tax Increment Financing Authority) district expansion to include the Playhouse, enabling direct funding from the TIF board without council approval. Council members called for greater oversight, proposing regular joint meetings with boards such as TIFA and LDFA to improve transparency.

Job Description and Salary Scale for New City Manager Approved

In new business, the council unanimously approved the updated city manager job description and salary range, which is set between $110,000 and $130,000. While some members questioned whether this range was too high, others stressed the importance of competitive compensation for professional leadership.

The description also adds modern language regarding ADA compliance and equal opportunity — items previously missing.

Police Department Budget Debate Resurfaces

During the council comment section, a renewed debate emerged over the city’s police department budget, which currently represents 45% of Whitehall’s general fund — a much higher share than neighboring communities like Montague. Council members questioned whether the city should follow through with its stated plan to reduce staff via attrition following Chief Squires’ upcoming retirement.

Public Safety staff pushed back, emphasizing that losing the detective lieutenant role would burden current patrol officers and impact service quality. No final decision was made, but the conversation made clear the issue will resurface during budget season.
