The Whitehall Township Board convened on May 27, 2025, at 4:30 PM for its regular monthly meeting. Key agenda items included updates on infrastructure projects, financial decisions, and policy resolutions. Below is a summary of the meeting’s highlights:

Consent Agenda & Financial Review

The Board unanimously approved the consent agenda, which included accounts payable, financials, zoning reports, and minutes from the April 14 workshop and April 28 regular meeting. During review:

  • Questions were raised about payments to Muskegon County for administration costs and GIS property maps.
  • Clarification was given on a $29,000 transfer to the Brownfield Authority, which will help reimburse the Township for past loans and costs.
  • Payroll check discrepancies were discussed, attributed to the Township’s software transition from QuickBooks to BS&A.

Communications & Public Officials

  • No public officials spoke, and public comment periods were quiet.
  • An update on the Silver Creek water extension indicated 15 of the planned 55 hookups were completed.

Unfinished Business

  • Audit Contract: The Board discussed an updated agreement with Lake Michigan CPA Services, which includes a new $75/hour rate for assistance with ongoing reconciliations. Despite some past performance concerns, the Board approved continuing with the firm based on improved responsiveness and support.
  • Zoning Ordinance Review: Draft revisions were distributed for discussion at the June workshop, with final decisions expected at month’s end.

New Business

  1. Resolution 25-14 – Muskegon County Hazard Mitigation Plan:
    • The Township adopted this resolution to align with the county’s FEMA-approved plan, ensuring eligibility for federal aid in emergency situations.
  2. Handicap Parking Expansion:
    • Approval was granted for up to $1,500 to add two handicap spaces in the north parking lot, meeting ADA requirements amid increased use from the White Lake Pickleball Club.
  3. Township Furniture Package:
    • The Board approved replacing worn chairs and adding a podium, capped at $1,500. The current chairs are over 13 years old and in disrepair.

Administrative & Board Updates

  • Title Change Proposal: The Board agreed to update Mandy’s title to “Administrative Assistant” to better reflect her role supporting multiple departments.
  • Food Truck Policy: The Township reaffirmed its position against allowing food or meat trucks from outside the area, citing health and regulatory concerns.
  • Enforcement on Junk & Unlicensed Vehicles: Efforts will increase with enforcement letters followed by citations if violations persist.
  • Park Rentals: A new rental agreement policy for exclusive use of park facilities is being drafted and will be reviewed at the June meeting.
  • Water Hookup Revenue: Trustee John Duff’s efforts led to the recovery of $66,000 in hookup fees for Silver Creek properties. Full project completion could bring over $300,000 back to the Township.

Closing Comments

  • Board members discussed the upcoming rise in postage costs and the need to stock up on stamps.
  • There were no additional public comments, and the meeting adjourned without further business.

This meeting reflected continued efforts by Whitehall Township to streamline financial operations, enhance community facilities, and enforce existing ordinances. The next regular meeting (June 23rd at 4:40 pm) will include final discussions on zoning changes and park use agreements.
