The Montague Township Board convened on Tuesday, May 13, 2025, at 7:00 p.m. at Montague Township Hall. The meeting covered a range of topics, from emergency planning and senior services to blight enforcement and infrastructure improvements.
Key Highlights:
Emergency Planning and Hazard Mitigation
Muskegon County Commissioner Kim Sear addressed the board regarding the county’s hazard mitigation plan. She encouraged municipalities to adopt a resolution in support of the plan, aimed at coordinating emergency response and resource sharing. A voluntary contribution request from the Emergency Planning Committee was also discussed.
Ongoing Blight Issues
Several residents voiced ongoing concerns about a blighted property on Minor Road. Complaints centered on accumulated junk, unpermitted structures, and suspicious occupancy. Officials confirmed 30-day enforcement actions are underway, and sheriff involvement is likely if compliance isn’t achieved.
Senior Millage Project: Address Markers
The board discussed using senior millage funds to provide reflective address signs for elderly residents, improving emergency response times. Signs are estimated at $25–$26 per household. A letter gauging interest will be distributed to senior residents.
Clear Springs Nature Preserve Update
Ongoing erosion and dam seepage issues were reported at Clear Springs. The board discussed whether to let the area naturally return to a creek or pursue restoration. Further consultation with White Lake Excavating and local conservation resources is planned.
Nature Trail Maintenance & Wildflower Restoration
Efforts to restore trails and replant wildflowers at the new meadow area were revisited. Branch cleanup and reseeding were recommended before any new planting. The township hopes to coordinate with Connie Krantz for native species consultation.
New & Old Business
Solar Ordinance
The updated solar ordinance is now officially filed and complete.
Township Hall Display Proposal
CatchMark Technologies proposed installing mounted digital display TVs in the boardroom and upper meeting area to improve meeting accessibility and presentations. The board is awaiting a formal quote.
Soccer Park Expansion
There is interest in expanding the soccer fields and improving parking. The board discussed tree removal to accommodate new fields and exploring grant funding with help from local youth sports programs.
Drinking Fountain Power Issue
Drinking fountains at the soccer complex remain inoperable due to a lack of electrical hookups. The board plans to get quotes for necessary work and will consider partnering with youth sports groups or volunteers to cover costs.
Woolly Adelgid Infestation
An early-stage infestation of woolly adelgid was reported in hemlock trees at Clear Springs. The board will consult the conservation department for treatment options.
Infrastructure
Chip Seal Project Approved
The board approved a motion to chip seal Chip Seal Wash Road at a cost of approximately $29,500 (50% township share). The work will be budgeted for the next fiscal year.
Fire & Safety
- The Fire Department responded to 162 calls so far this year, including a major brush fire.
- The department is exploring part-time staffing for improved response and training.
- A new fire truck purchase is anticipated within two years due to aging equipment.
Planning Commission Update
The Planning Commission has sent out RFPs to several firms for a master plan update. The update will primarily revise demographics, maps, and formatting to align with state compliance.
Blight Ordinance & Zoning Enforcement
- The board acknowledged difficulties in defining and enforcing blight.
- They discussed hiring a part-time zoning enforcement officer, similar to Whitehall Township’s approach.
- The retirement of Whitehall Police Chief Roger Squires may open an opportunity to assist with enforcement.
