Eight Candidates Running for Whitehall Council This Fall

Whitehall voters will head to the polls on Tuesday, November 4, 2025, to elect three members of the City Council. Eight candidates have filed petitions and will appear on the ballot, with the top three vote-getters earning four-year terms.

The Candidates

The following candidates will be on the ballot:

  • Scott Brown
  • Billie Conrad
  • Daniel N. Hardy
  • Jeffrey D. Holmstrom
  • Bryan Mahan
  • Mark S. Nienhouse
  • John Robillard
  • Roger Squiers

All candidates submitted petitions between late June and July 22, 2025, the official filing deadline.

Current Council Makeup

The current Whitehall City Council is composed of Mayor Steve Salter, Mayor Pro Tem Jeff Holmstrom, and council members Scott Brown, Tanya Cabala, Debra Hillebrand, Steve Sikkenga, and Tom Ziemer.

  • Of these, Scott Brown and Jeff Holmstrom are seeking re-election.
  • Steve Sikkenga is the only current member whose term is expiring but who chose not to run again.
  • Tanya Cabala and Debra Hillebrand were elected in 2023 to four-year terms and therefore are not up for re-election this cycle.

This means the November ballot will determine who fills the three open seats as Sikkenga departs and the terms for Brown and Holmstrom come due.

How the Election Works

According to the Whitehall City Charter, at each regular city election the Mayor and three council members are elected. The three candidates receiving the highest number of votes for council are elected to four-year terms. If vacancies exist, the next-highest vote-getters may be elected to shorter two-year terms to ensure staggered terms remain in place.

Council members are nominated by petitions signed by Whitehall electors. All eight candidates in this election filed by petition.
