The 2025 Michigan fishing season is officially underway, and the Department of Natural Resources (DNR) has rolled out several new regulations that affect anglers statewide. Some of these rule changes are especially important for anyone fishing near White Lake, Montague, Whitehall, and the connected Lake Michigan port waters.
Here’s a breakdown of the key updates and how they may impact local fishing.
Season Overview
The new fishing regulations are effective from April 1, 2025, through March 31, 2026. All anglers ages 17 and older still need a valid Michigan fishing license, which is now available online or through license vendors.
Key Regulation Changes for 2025
1. New Hook and Spearing Rules in Whitehall/Montague (Local Impact)
A major local rule change affects anglers in Whitehall and Montague port waters:
- From November 1–30, only single-point hooks are allowed.
- Spearing is prohibited during that same period.
- Even possessing spearing gear in the area during those dates is illegal.

This rule also applies to the ports of Muskegon and Grand Haven. The DNR implemented this change to reduce fish injury during sensitive seasonal migrations and to discourage snagging in high-traffic pier and harbor areas.
What this means for White Lake anglers:
If you’re fishing near the White River channel, the White Lake pier heads, or the municipal marina areas in November, make sure you do not use treble hooks or carry spears or gaffs.
2. Steelhead Rules Adjusted on Inland Streams
Michigan’s inland steelhead regulations have been updated on select Type 3 and Type 4 streams:
- Some streams have removed the 20-inch minimum size limit for steelhead.
- The daily possession limit remains 1 steelhead on inland streams.
- These changes do NOT apply to every stream — anglers must check the regulation booklet for stream-by-stream exceptions.
Local note: Some tributaries feeding into White Lake and the White River system fall under special trout and steelhead rules. Check the Muskegon County section of the DNR guide before fishing rivers like the White River.
3. Muskellunge (Muskie) Size Limit Changes
- Thornapple Lake and Lake Hudson are now designated broodstock lakes.
- The minimum size limit for muskellunge is now 50 inches on those waters.
- This rule does not directly affect White Lake, but it signals the DNR’s increased conservation direction statewide.
4. Possession and Processing Clarifications
Anglers may now possess up to two extra daily limits of fish from previous days, but only if the fish are processed. Processing includes:
- Canning
- Smoking
- Drying
- Freezing
These possession rules do not apply to lake sturgeon and muskellunge — those species still have strict reporting and harvest rules.
5. Statewide Seasons and Limits
Species seasons and size limits continue to vary depending on location:
- Northern pike, walleye, bass, and trout each have specific opening dates.
- Some waters now have new local exceptions for gear and size.
- Anglers are urged to check the “Exceptions by County” section of the 2025 guide, especially for Muskegon County waters near White Lake.

License Reminder
- A 2025 Michigan fishing license is valid until March 31, 2026.
- Licenses are required for anyone 17 or older.
- Youth under 17 can fish without a license but must follow all regulations.
