Northern Muskegon County Election Results

Voters across northern Muskegon County cast ballots on Tuesday, Nov. 4, 2025, deciding local leadership and community proposals in multiple jurisdictions, including the City of Whitehall, Whitehall District Schools, and the White Lake Ambulance Authority.

All precincts are fully reported, and the following results as provided by the Muskegon County Clerk’s Office.


City of Whitehall Results

Mayor

Tom Ziemer received the most votes for City of Whitehall Mayor, defeating incumbent Steven A. Salter.

Results:

  • Tom Ziemer – 573
  • Steven A. Salter – 396

City Council

In the race for three City Council seats:

Vote totals:

  • Bryan Mahan – 506
  • Scott Brown – 431
  • Jeffrey D. Holmstrom – 341
  • Roger Squiers – 312
  • Billie Conrad – 309
  • Mark S. Nienhouse – 283
  • John Robillard – 182
  • Daniel N. Hardy – 125

Whitehall District Schools Bond Proposal

Voters in Whitehall, Blue Lake, Dalton, Fruitland, and Whitehall townships considered a $30 million bond proposal for facility improvements, enhanced safety measures, and technology updates across Whitehall District Schools.

The measure did pass, with all six precincts fully reporting.

Results:

  • Yes – 1,667
  • No – 1,625

White Lake Ambulance Authority Millage Renewal

Residents in Blue Lake Township, Montague Township, White River Township, and the City of Montague voted on a proposal to renew the existing millage supporting local ambulance and emergency medical services.

The millage renewal passed by a wide margin.

Results:

  • Yes – 1,402
  • No – 481

Reporting: 5 of 5 precincts fully reported.

This renewal maintains funding for White Lake Ambulance Authority operations at the same level previously levied.
