Your Local Ballot: Nov. 4, 2025 Election Guide

Voters across northern Muskegon County will cast their ballots on Tuesday, Nov. 4, 2025.
Here’s a look at what’s on the ballot in communities throughout our coverage area.— including city elections, school proposals, and millage renewals — plus a quick checklist to help ensure a smooth voting experience.


City of Whitehall

City General Election (Nonpartisan)

Voters in the City of Whitehall will select a mayor and three city council members.

Mayor (Vote for One):

  • Steven A. Salter
  • Tom Ziemer

Council Member (Vote for not more than Three):

  • Scott Brown
  • Billie Conrad
  • Daniel N. Hardy
  • Jeffrey D. Holmstrom
  • Bryan Mahan
  • Mark S. Nienhouse
  • John Robillard
  • Roger Squiers

These nonpartisan local races determine leadership for the next term in areas such as city planning, infrastructure, and public services.


Proposal – Whitehall District Schools Bond

Summary:
Whitehall voters will consider a bond proposal on November 4, 2025, aimed at addressing critical needs across the district. The proposal focuses on improving classroom learning environments, enhancing school security, and updating building infrastructure to support long-term facility health.

If approved, the 2026 debt millage is estimated to return to 5.0 mills, the same rate last levied in 2024.

Key Details:

  • Estimated levy in 2026: 1.80 mills ($1.80 per $1,000 of taxable value)
  • Estimated simple average millage over the term: 2.37 mills
  • Maximum term: 20 years
  • Use of funds: Capital improvements only
  • Not allowed: Routine maintenance, repairs, or employee salaries

Whitehall District Schools Bond (Appears on Multiple Local Ballots)

The bond proposal will appear for voters who reside within the Whitehall District Schools boundaries in the following jurisdictions:

  • Blue Lake Township (Precinct 1A)
  • Dalton Township (Precinct 2)
  • Fruitland Township (Precincts 1 and 2)
  • Whitehall Township (Precincts 1A)

White Lake Ambulance Authority – Millage Renewal Proposal

Voters in Blue Lake Township (Precincts 1A and 1B), Montague Township Precinct 1, White River Township Precincts 1), and the City of Montague (Precinct 1) will also consider the renewal of the existing millage that supports emergency medical and ambulance services provided by the White Lake Ambulance Authority.

Proposal Details:

  • Rate: Up to 1.9 mills ($1.90 per $1,000 of taxable value)
  • Duration: December 1, 2025 – December 1, 2030
  • Estimated first-year revenue: $1,074,938.87
  • Purpose: Operating costs for ambulance and emergency medical services
  • Type: Renewal of an existing millage

If approved, the current funding rate would continue without an increase.

Know Before You Go: Voting Information

  • Poll Hours: 7 a.m. to 8 p.m. Voters in line by 8 p.m. may still cast a ballot.
  • Photo Identification: Bring photo ID to the polls. Voters without ID may sign an affidavit and vote a regular ballot.
  • Voter Registration: Michigan offers same-day voter registration at your local clerk’s office until 8 p.m. on Election Day.
  • Absentee Ballots: Must be returned to the clerk’s office by 8 p.m. on Election Day.
