Public Comment & Announcements
Board members highlighted new measures to improve meeting accessibility, including a new podium and a sign-up process for those wishing follow-up communication.
County Commissioner Sean Stephen provided updates:
- Airport Improvements: The terminal renovation is complete, and Denver Air’s service is performing strongly. Runway reconstruction is underway, a multimillion-dollar project.
- Solar Project Opposition: A proposal for 1,700 acres of solar development in White River Township continues to face strong community opposition. Residents favor using brownfields instead of farmland.
The Board recognized Christine Jordan for four years of service on the Zoning Board of Appeals (ZBA), thanking her for her contributions as she steps down.
Thank-you notes were also received from the White Lake Senior Center, Whitehall Congregational Church, Muskegon Community College, and the local fireworks committee for recent township support and donations.

Resolution 25-15 – Signing Requirements

Resolution 25-16 – PUD Developer Reimbursement
This resolution ensures developers, not taxpayers, cover legal and administrative costs associated with private projects. It also establishes procedures for maintaining escrow accounts without recurring board approvals. Approved unanimously.
Updated Zoning Fee Schedule
The Board discussed updating zoning fees for the first time since 2008. While the proposed rates align with regional standards, concerns were raised about affordability for individual residents. Action was tabled until next month for further review.
New Business
ZBA Appointment
Nick Pulaski, a long-time township resident and former Planning Commission member, was appointed to the Zoning Board of Appeals.
Generator Maintenance Contract
The Board approved a three-year maintenance agreement for the township’s auxiliary power generator, citing cost savings over annual renewals.
Property Access Agreement
A one-year agreement was approved, allowing environmental contractors to access township property near Hills Landing for groundwater flow and contamination assessments.
Key Community Issue: Abandoned Vehicles
Board members addressed ongoing complaints regarding abandoned and junk vehicles. Enforcement efforts have improved since hiring a new compliance officer, though progress has been slow due to recent staff absences. The Board reaffirmed that ordinances prohibit storing inoperable vehicles outdoors to protect groundwater quality, with renewed enforcement promised in the coming weeks.

- Pickleball Court Improvement: Residents requested adding a practice wall to the south court. The Board gave informal approval.
- Economic Development Discussion: On August 11, the township will host a feasibility study presentation regarding potential development on the former wastewater site. Officials stressed they will resist industrial proposals unsuitable for the community.
- Public Hearing on Yaupon Trail Dam: Scheduled for August 14 at 6:00 PM at the Township Hall, led by Muskegon County.
